Considering that the value of a dropsuit in Dust is vastly different to the value of a spaceship in Eve Online, the percentage that affects bounty payout based on assets destroyed would have to be increased in Dust compared to Eve. In Eve, the percentage is 20% of the value of the assets destroyed. The percentage would need to be adjusted for Dust 514.
If the percentage was 100% of the value of the suit lost, that would make it interesting. If I killed a bounty who was wearing a 50,000 ISK suit, then I would get the same amount as a payout and the bounty loses his/her value by that same amount. I would only have to kill that player 4 times to make the same amount of ISK earned in a 7-minute match of Ambush. This also means a much higher payout for the hunter if the bounty happens to lose his vehicle. This also means the bounty can clear his/her bounty from their head faster.
So instead of being paid 100% of the value of the bounty upon killing, you get paid 100% of the combined value of the suit plus any fitted gear that target was wearing upon Clone Termination rather than normal death.
EDIT:
Also, if you read the rest of the link I provided, you will see my recommendation on how a bounty can find his/her target. This makes it more random and very difficult the game the system when only third-party neutral players in a match can claim the bounty.
